This policeman, Thomas Owens, was trying to help the little bear.

Everyone should know what to do if they encounter a mother bear with cubs. Even brave people should not go near them.

Thomas realized something was wrong with the baby. He watched the bears before he thought about what to do. And the mother bear went with the cubs to the bushes and disappeared. Probably wanted to save the lives of others.

Then the policeman decided to approach the lost bear. The bear was very scared. He immediately reported it to the animal control.
